Further details of the effects of budget cuts at Ipswich Borough Council have been published - and it has emerged that some major projects are facing delays.

Proposals to restore the tatty Arras Square area in the town centre have been delayed for at least a year, as have plans to restore the former Burtons building near the Stoke Bridge gateway to the Waterfront.

The project to build a new surgery for the Cardinal Medical Practice on the Tooks' site at Old Norwich Road has been postponed yet again - work won't start until 2025/26 at the earliest.

It has also emerged that Ipswich Town fans who want to leave their vehicles in the car parks nearest to Portman Road stadium on match days will have to pay £15 from January if the budget is approved.

The council hopes that as well as raising revenue it will also persuade some fans to park away from the ground and ease congestion on match days.

And it had looked at the cost of match-day parking near other top-flight football grounds and  found it averaged about £37 a day.

Council leader Neil MacDonald said it had been necessary to delay some capital projects because the cost of their administration had to be included in current spending.

He said: "The general rule is that for every £100 of capital funding you have to spend £10 from current spending on things like project management - so we have deferred some things."

But the council is pressing ahead with Town Fund projects.

Opposition Conservative leader Ian Fisher questioned why the council had waited until now to make the cuts.

He said: "What has changed since we passed the budget in February? Nothing. They could have done this then - but there were elections coming up.

"The next borough elections now aren't for another 18 months so they're pushing these through now knowing they don't have an election next year (next May's election is for Suffolk County Council)."
