Mark Wymer, of Hurricane Place in Ipswich, has been charged with obstructing a police officer in the execution of their duty and possession of a bladed article in public, namely a lock knife.
The 59-year-old was released on bail to appear at Suffolk Magistrates' Court in Ipswich on March 18.
A spokesman for Suffolk police said: "Police would like to reassure the public that the decision to close the A14, whether by police or partners, is not taken lightly.
"The impact a closure will have on a town is considered, alongside any risk posed to the public and wider community, and police and partners take action to minimise this where possible."
Traffic around Ipswich was gridlocked as a result of the closure.
Drivers were pictured in standstill traffic in Norwich Road and Colchester Road as they attempted to make their way through the town centre.
According to Suffolk police, the A14 reopened in both directions at about 4.45pm, although delays were still reported in Ipswich into the evening.
