More than £1 million has been generated through parking fines in Ipswich as more than 50,000 tickets were issued to motorists in the last two years. 

Ipswich residents have received 27,008 penalty charge notices in 2022 and 22,569 so far in 2023. 

An FOI request has revealed that the Ipswich Borough Council has collected £1,097,535.82 from the fines issued during that period.

The highest number of parking tickets issued last year were given to drivers who parked on Old Foundry Road (1166), Cromwell Square (907), Norwich Road shoppers car park (714), Portman Road car park (688), and St Matthews Street Service Road North (620). 

Of those,18% of PCNs issued were appealed, with around a third of these cancelled on appeal.

Across 2023 so far, the greatest number of tickets were given for parking on St Matthews Street Service Road North (938), Old Foundry Road (889), Norwich Road shoppers car park (757), London Road (544), and Berners Street (479). 

In 2023 so far, 13% have been appealed, again with around a third of these cancelled on appeal.

Councillor Sophie Connelly, Ipswich Borough Council portfolio holder for culture and customers, said: “Any income from PCNs is allocated to a ring-fenced account from which all costs associated with Civil Parking Enforcement are paid.

"If this account does make a surplus then that can only be used in accordance with section 55 of the Road Traffic Regulation Act 1984, so the income from PCNs cannot just be used to finance other council services, only parking enforcement.

“A good civil parking enforcement regime is one that the public understands and which is enforced fairly, which is what we strive for in Ipswich. Compliance with parking restrictions is encouraged with clear, well-designed, legal and enforced parking controls, with road safety plus the effective movement of traffic in mind.”

While fans celebrated Ipswich Town's promotion in Christchurch Park in May this year, a number of them received parking fines. 

Ipswich Borough Council issued 45 tickets around the Christchurch Park area - 27% of the total issued across the whole Borough on that day.
