Horrified passers by had seen a man hurtle "like a rag doll" to his death at the block of flats in Franciscan Way.
The corpse lay between wheelie bins at the foot of the 16 storey tower, as emergency services screened off the area.
At an inquest held at County Hall, coroner Dr Peter Dean recorded a verdict that the 28-year-old took his own life while the balance of his mind was disturbed.
It was the second time Mr Kerr had come face to face with tragic high rise deaths at the tower block.
Along with security guard Bernard Jude he was one of the first to discover the body of Paula Alder who fell to her death two years ago.
