A blaze beneath the Orwell Bridge was reported to fire crews as traffic started to queue.
Suffolk Fire and Rescue Service and police were called at just after 4.30pm on Tuesday to reports of a fire below the A14 bridge south of Ipswich.
A spokesman for Suffolk police said that officers had initially been told that smoke from the fire was causing visibility problems for drivers on the bridge.

However, the policing team was stood down when it became clear that the situation wasn't as serious as initially thought.
One fire crew was at the scene and had doused the fire by 5.05pm.
Traffic was building on the westbound side of the A14 between junctions 56 and 57.
